We had a box arrive where the frames were not individually wrapped by our manufacturer, which caused scratching in some of the paint on the frames. Rather than just throwing them away, we wanted to offer them to you at a discounted rate. Nothing is wrong with the frame other than small paint blemishes.
The license plate frame is black plastic with chrome raised lettering.
